DRC-01C Explained: Replying When Your GSTR-3B ITC Exceeds GSTR-2B

By GST Reco Pro

GST Reco Pro builds browser-based tools for GST and TDS reconciliation, used by Chartered Accountants and corporate tax teams across India.

DRC-01C is the Rule 88D intimation sent when the ITC claimed in GSTR-3B exceeds what GSTR-2B made available by more than the notified threshold. Many of these gaps are timing differences you can explain. Some are credits you must reverse. Here is how to tell them apart and reply in seven days.

DRC-01C is the input-side counterpart of DRC-01B. Rule 88D, in force since August 2023, lets the portal compare the ITC a taxpayer claimed in GSTR-3B with the ITC that GSTR-2B made available for the same period. Where the claim exceeds the statement by more than the notified threshold, the system issues an intimation in Part A of DRC-01C.

The response mechanics mirror DRC-01B. You have seven days to reply in Part B, either by reversing or paying the excess through DRC-03, by explaining it, or by a combination of both. If you do not reply, the portal blocks your next GSTR-1 or IFF.

Explain or reverse? Sorting the gap

Most of the work is classifying the difference. Some causes are legitimate reasons for 3B to exceed 2B. Others are credits that should never have been claimed.

CauseTypical treatment
Supplier filed late; the invoice lands in a later GSTR-2BGenerally a timing difference. Show the later 2B in which it appears, or the supplier's filing status
Credit on reverse-charge supplies from unregistered persons or import of servicesThis ITC is self-assessed and does not come through GSTR-2B. Explain it with the RCM tax paid
Re-claim of ITC reversed earlier, such as after paying the supplier under the 180-day ruleExplain it with the original reversal and the re-claim, as recorded in the credit reversal and re-claim statement
Credit blocked under Section 17(5)Not explainable. Reverse with interest
Invoice rejected in IMS or never uploaded by the supplierNot available in this period. Reverse it, and re-claim it only when it properly appears in a GSTR-2B within the Section 16(4) window
Data entry error in GSTR-3B Table 4Reverse the excess through DRC-03

Building the reply

  1. Tabulate GSTR-3B Table 4 ITC against GSTR-2B ITC available, by tax head, for the period in the intimation and the months either side of it.
  2. Match the purchase register against GSTR-2B at invoice level for the period, and list every invoice claimed in 3B that is not in that month's 2B.
  3. Classify each one using the table above, and attach the evidence: the later 2B, the RCM payment, the reversal and re-claim records.
  4. Pay through DRC-03 whatever cannot be explained, with interest, and quote the reference in Part B.
  5. Write the explanation as a short reconciliation: total difference, broken down by cause, with document references. Narrative without numbers is the reply most likely to be rejected.

Preventing the next one

With GSTR-2B shaped by IMS actions and the portal tightening validations on Table 4, the cleanest way to avoid DRC-01C is to stop claiming ITC that 2B does not show, except for the categories that are legitimately outside 2B. Do the GSTR-2B match before GSTR-3B is filed, not after the intimation arrives.

Start the reply with GSTR-3B's Table 4 figures for every month in one sheet. GST Reco Pro extracts GSTR-3B and GSTR-1 PDFs into Excel in your browser, with no upload, so the month-by-month comparison is ready in minutes.

Frequently Asked Questions

What is DRC-01C?

DRC-01C is an intimation under Rule 88D of the CGST Rules, issued when the ITC claimed in GSTR-3B for a period exceeds the ITC available in GSTR-2B for that period by more than the notified threshold.

How do I reply to DRC-01C?

Reply in Part B within seven days. Either pay or reverse the excess through DRC-03 and quote the reference, explain the difference with supporting documents, or pay part and explain the rest.

Why can my GSTR-3B ITC legitimately exceed GSTR-2B?

Common reasons are reverse-charge ITC on supplies from unregistered persons or on import of services, which is self-assessed and not in GSTR-2B; re-claim of ITC reversed earlier, for example after paying a supplier under the 180-day rule; and supplier invoices that will appear in a later GSTR-2B because they were filed late.

What happens if I ignore DRC-01C?

The portal blocks filing of your next GSTR-1 or IFF until you reply, and the excess ITC can be recovered with interest.
